Why is an "Early Intervention Assessment" Necessary? To Find Challenges, but Also to Discover Strengths

When you or your caregivers notice that your child's developmental pace seems a few months slower than the milestones listed in the Ministry of Health and Welfare's "Child Health Handbook," you often hear people say, "Just keep observing, late bloomers will eventually catch up." However, neuroscience research has confirmed that the synaptic connections in the human brain grow most vigorously between the ages of 0 and 6 (especially from 0 to 3).

The core purpose of an early intervention assessment is absolutely not to label the child, but rather to achieve the following three goals through scientific tools with international norms:

  • Precise Localization: Identify exactly which area the child is lagging in and by how many months.
  • Discovering Strengths: Understand what the child is best at. (Using "strengths" as a stepping stone to facilitate "weaknesses".)
  • Tailored Plans: Based on the assessment report, the medical team, educational institutions (kindergartens), and parents work together to develop the most suitable Individualized Family Service Plan (IFSP) or Individualized Education Program (IEP) for the child.

What is a Child Developmental Joint Evaluation?

A child developmental joint evaluation is a service where physicians and an interdisciplinary team assess a child's current developmental status when parents, teachers, or medical professionals have concerns about the child's motor skills, language, cognition, social interaction, self-care, or emotional behavior. In Taiwan, the Health Promotion Administration of the Ministry of Health and Welfare currently subsidizes local governments to establish child developmental joint evaluation centers. These centers help children suspected of having multiple developmental delays undergo further assessment, clarify their needs, and connect them with subsequent developmental therapy, educational, and welfare resources.

Joint Evaluation Process

Stage 1: Identifying Concerns and Initial Screening

Concerns about a child's development may arise from parents' daily observations or be detected during screenings at daycare centers, kindergartens, public health centers, or medical institutions. If a child shows a significant gap compared to peers in language expression, motor development, interactive play, self-care, or learning performance, parents can first use a child development checklist or consult outpatient clinics such as pediatrics, physical medicine and rehabilitation, or child psychiatry. The Health Promotion Administration has been promoting child developmental screening services since July 2024 (Year 113 of the ROC calendar), simultaneously integrating health, social, and educational agencies, hoping to identify children earlier and connect them with resources sooner.

Stage 2: Physician Consultation and Interdisciplinary Assessment

A joint evaluation typically begins with a physician's consultation and examination, followed by arranging necessary professional assessments based on the child's condition. The involved professionals may include physicians from pediatric neurology, physical medicine and rehabilitation, and child psychiatry, as well as physical therapists, occupational therapists, speech-language pathologists, clinical psychologists, and social workers. The assessment items scheduled for each child are not necessarily the same and will be determined based on the child's current developmental performance and family needs.

Stage 3: Comprehensive Report, Results Explanation, and Follow-up Arrangements

After the assessment is completed, the medical team will compile the child's overall developmental status to form a joint evaluation comprehensive report or a relevant medical certificate. During the follow-up visit, the physician will explain the assessment results to the parents and discuss whether subsequent rehabilitation, early intervention services, or resource connections with kindergartens or schools are needed. This report also often serves as an important document for applying for early intervention subsidies, developmental therapy services, or educational resources.

Local Joint Evaluation Resources in Taoyuan City

For Taoyuan City, parents can refer to the list of child developmental joint evaluation centers, joint evaluation hospitals, and approved institutions authorized to issue developmental delay certificates/comprehensive assessment reports, published by the city government's Department of Women and Children Development. The list may be adjusted annually or based on hospital service capacities. Parents are advised that "actual outpatient services, registration methods, and waiting times should be confirmed based on announcements from each hospital or by phone."

Taoyuan City Child Developmental Joint Evaluation Centers include: Chang Gung Medical Foundation Linkou Chang Gung Memorial Hospital, Ministry of Health and Welfare Taoyuan Hospital, Ministry of Health and Welfare Taoyuan Hospital Xinwu Branch, Taipei Veterans General Hospital Taoyuan Branch, and Landseed International Hospital.

Taoyuan City Child Developmental Joint Evaluation Hospitals include: Min-Sheng General Hospital, Taoyuan Armed Forces General Hospital, Ten-Chen Medical Group Ten-Chan Hospital, and Chang Gung Medical Foundation Taoyuan Chang Gung Memorial Hospital. The Taoyuan City Government's FAQ page currently notes that "Taoyuan Armed Forces General Hospital will not provide this service in 2025 (Year 114 of the ROC calendar)." Please confirm the actual service status by phone.

Other approved institutions authorized to issue developmental delay certificates include: Longtan Min-Sheng Hospital, and Taoyuan City Maternal and Child Health Center (limited to children under 6 years old).

Q1: The waiting list for a joint evaluation at a major hospital is over three months. Do I just have to wait during this gap?

We strongly recommend that you do not just wait silently! While waiting in line for the joint evaluation, you can first take your child to other early intervention clinics or therapy centers to arrange intervention sessions. Once the hospital report is available, you can then apply for government early intervention subsidies based on the report.

Q2: My child kept crying and fussing during the assessment and completely refused to cooperate with the movements. Will the results be accurate?

Therapists have extensive experience in dealing with "uncooperative toddlers." Even if the child refuses to follow instructions to jump or pick up blocks, as long as the therapist can observe their posture while running and jumping angrily in the clinic, or the changes in muscle tone when crying, they can evaluate at least 80% of their neuromotor performance. Therapists will also note on the report that "low cooperation resulted in some items being reliant on parental description," so they will not easily misjudge.
